When it comes to money, of course not everyone has it. Not everyone can afford to take the risk and invest money that they don't have not knowing if it'll be worth it. So what can those people do? WORK HARD! One thing I respect is hard working talent. You never know who's watching, you never know who's looking for someone to build with, someone who they need just as much as they're needed. That's where 'cross-promotion' comes in to play.
If you're consistent and you work hard, you'll eventually have some sort of fan base or following. Having a fan base is similar to having cash, you can use it as an investment. Your proposal to a graphic designer, music producer etc. will be be something like, "You do this for me, I'll bring you more exposure." to make it simple for you to understand. Networking in a nutshell, need I say more? This is one thing they mean when they say "Hard work pays off."
